Service Completion Report – Salt & Plow Service February 18, 2026

Paramount Snow Management teams began a full salt service run across the GTA as of 12:00 PM on February 18, 2026, following ongoing monitoring throughout the morning.  This weather system moved through the regions beginning around 7:00 AM, starting as rain and then transitioning through several precipitation types, including ice pellets, snow, freezing rain, and back to rain, depending on the area.  Temperatures throughout the day hovered around the 0°C to +1°C mark, which allowed ice to form quickly on surfaces. Teams encountered varying levels of accumulation, ranging from a few centimeters of ice pellets to several inches in some regions.


Regional Service Completion Details

Burlington, Oakville, Milton & Waterdown

Teams began their salt service run in these areas at 12:00 PM on February 18. All sites were salted once by approximately 5:00 PM in Burlington, Oakville, and Waterdown.  Milton required a full plow service of all properties due to higher ice pellet accumulation. Following the initial service, management teams rechecked sites and determined that additional servicing was required. A secondary plow and salt service run was completed within Burlington, Oakville, and Milton to combat ice buildup further.  Plowing was necessary to scrape up ice so that salt applications could be more effective as temperatures dropped below freezing overnight.


Salt Supply & Deployment Strategy

Southern Ontario continues to experience a regional salt shortage, and depot availability remains limited and inconsistent across the GTA. In many cases, contractors are only able to secure enough material for a single application, making timing critical—particularly during freezing rain events.  Our goal was to avoid premature application where salt may be washed away by rain and rendered ineffective.  That said, we understand the importance of mitigating risk. As conditions continued to evolve, we called in all teams and initiated salt service runs across all regions of the GTA to address surfaces as effectively as possible within current supply constraints.

Please note: Toward the end of this service run, our main supplier ran out of salt, however we were able to secure additional material from an alternate supplier to ensure continued service coverage for Burlington, Oakville, and Milton, prioritizing client safety.

We appreciate your understanding as we navigate these shortages while remaining focused on protecting all parties.

Teams continued monitoring Hamilton and Stoney Creek, and no further servicing was required beyond the initial salt run.  Later in the evening, Brantford experienced additional freezing rain and ice pellets. A salt service run commenced as of 12:00 AM on February 19 to address icing concerns.

Teams within Kitchener, Waterloo, and Cambridge began a full salt service run as of 12:00 AM on February 19.  Guelph also required a secondary salt service run beginning at 11:00 PM on February 18, completed by 2:00 AM. Estimated completion for the remaining regions is 5:00 AM on February 19, 2026.

Conditions quickly escalated, requiring a full plow service followed by salting, as sites received anywhere from 1–2 cm of snow and ice pellets up to 5–6 cm of snowfall with ice accumulation.  All sites were plowed and salted by 12:00 AM on February 19. Plowing was required to scrape ice so salt could activate more effectively.

Salt was applied to prevent slippery conditions from forming.
